Context
Part of God's answer to Solomon after the temple is dedicated. In the setting of drought, locusts and plague (7:13), God promises to hear Israel's prayers and heal their land when they humble themselves and turn from wicked ways.
Read it in its setting. The promise was given to Israel about its land. Its call to humble prayer and repentance applies widely, but it is not a guarantee for any modern nation.
